This is the first of two cryptograms.  Each letter stands for a different letter in the decoded message.  Easy, but timely.

X M        X Z        M P K G        X        R S Z        T W P B        X B        X W R S,        T K M        X        Y S B ' M        Z J G S O        A W P        E D        M R X B        Z X Z M G P.

—  S T X U S X V        C S B        T K P G B

The second cryptogram is a real challenge with an interesting relationship to an important nuclear event that happened 57 years ago this month.  But the quote is over 350 years old.  (The "rest of the story" next month.)

This puzzle is by Stephen Lambert from the column Enigma in the New Scientist by permission.

The Prime Minister is showing his cabinet reshuffle to his private secretary.

PM: So it's basically "all change" for these five posts.
PS: You're moving John Cooper from Agriculture?
PM: Well, he has worked with Nora before, so he can take over from her when she moves to Education.
PS: And Mr. Etcher leaves the Home Office to take over from Mr. Archer?
PM: And his post is filled by the former Education Secretary.
PS: I knew Mrs. Draper was unhappy at Health, but why move him (taps paper) to Agriculture?
PM: It was difficult, but Defense had to go to either John or Ken.
(Knock on door.)
PM: Ah, come in, Laura. I was just discussing your new post.

What is Laura's new post?  What is the full name of the new Defense Secretary and to which post does the old Defense Secretary move?
